First of all if you have not been to court yet then you are correct the Judge would be the one to tell you whether or not you have to pay res***ution. If that were the case you would have had to been found guilty of the charges. Or Target would have hed to file a civil suit for damages which can only happen after you being found innocent in criminal court. Do not ABSOLUTELY do not send them any money.
