It's Target check services! Its the department were they deal with the returned checks. They usually have to call to get the fee paid after the checks have already been re processed and cleared. They seam to stop calling as soon as you call back and pay the fee.

I received 2 calls (8:32 & 10:53am) & requested for them to remove me from their calling list on the first call. The second lady confirmed that there was a note in the system to remove my number.
