It's Target check services! Its the department were they deal with the returned checks. They usually have to call to get the fee paid after the checks have already been re processed and cleared. They seam to stop calling as soon as you call back and pay the fee.

The letter that supports this phone number had a tear away fake check to the top. Talking about “Home Warranty” stuff and a statement: Final Notice.! Owww, me scared. Until Google said it’s ALL a Scam and that they get all of your information from Public Records. Google said to discard this like you would with Junk Mail. Mystery resolved. Me no scared no more.
