It provided a web address to create an account www. bypass/connect - I looked up phone number and it shows registered to 'John P#tts'

This number is a scam. Block them. BUT! In case any of your friends or family get in trouble they will be able to call you for free t first. They have a few free calls per week. In this case, you don't pay by phone but go online and register yourself under a specific inmate number and deposit money on your account. The calls a very cheap! Just a few cents per minute.
