I just called 3D (May 14th, 2010) and spoke to someone in the fraud department. I asked what the could do to stop calls. He expained that their company sells phone service to a retailer who in turn sells the phone service to a buyer. He advised me he would call the retailer and ask them to [1] look at the massive number of complaints on the Internet [2] ask that they remove my phone number and [3] determine if the survey company has "s****ed" this phone number. Apparently there is a service available to allow you to hijack a phone number to appear on the caller ID. The owner of that number may not even know that their phone number is being used.

The company is not Level 3... The company that provides the number is Level 3 as they are a provider much like Qwest, AT&T, etc... You need to call your voter registration number and political party number and have them take you off the solicitation for your phone number as this is a questionnaire for some poll coming up.
