It is a call initially asking about a "survey" and by "survey" I mean the organization - Ne***skans for Energy and Jobs (or so****ing along those lines) front ends this "survey" with pro-pipeline propaganda and then asks your opinion. I, at this point, am neither pro or con, but I was extremely annoyed by the fact that they called it a "survey" with the obvious predisposition from which the organization favored.

I don't know if I would call it spam or not but it was a computer for a survey. Still has to pay for it because of incoming call on my cell phone. I am on the do not call list!

Caller ID showed it as a "wireless caller" and a voicemail left indicated it is a survey about the proposed Keystone XL Pipeline.
