According to the Do Not Call Registry web site, you may report any number that uses a recorded message, even if your number is not registered. I would encourage everyone who receives a call from this number to do so. Maybe if multiple complaints are registered the calls will stop.

Called cell phone (registered w/ DNC). Recorded message stated DMV records indicated I may be paying too much for insurance & offering to give a quote.
