Same here. This most definitely has to be a scam. There is no way IRS would notify by phone of legal action. I must be in writing. Thought about calling back just to see what they ask but not going to even bother. I am sure it is someone trying to get SSN's and other personal information to access credit info. Hopefully no one actually gives them personal information.
