I get calls from these people evry day as late as 8:30 at night. They are calling for my husband, whom is in Iraq. So****ing about he ran a red light abd the camera snap a picture. The first mexican lady to call, I had to cuss her out. she had the nevers to ask me why I was still sleeping and it was 10:30 in the morning ! Another lady called, I asked her to mail be some type of letter stating all the information, its been almost a month now and I still dont have any info!

This company is extremely annoying.  I used to receive a call from them every day at my home number while I was at work.  After receiving voice mail messages about calling them back for well over a month, I finally called and they were looking for another person with my last name, but who I do not know and am not in any way related to.  After I explained this, I did stop receiving the daily phone calls.  However, just 3 weeks later, I moved to a new city and s****ed receiving daily phone calls from them on my new cell phone.  This time, they were also looking for someone else, but somewhat rude about taking me off their list.  I am an attorney, so I would definitely be aware of whether there are any "pending court matters" that I am involved in, which is why I ignored their calls so many times before ever calling back.  I had hoped they would go away, but no such luck.  This company must call every possible phone number they can find to attempt to locate and harass their actual targets, since I have gotten calls from them at two different numbers.  It's not just a matter of recycled telephone numbers either -- apparently they will contact you if you have a listed telephone number under the same last name as one of their targets.  Annoying!

How are these ****** people going to call me wen I don't even have a license or never been arrested?! ****** f*cking a**holes! And then they keep you on hold FOREVER! Get a life LOSERS!

Frank from 800-616-0166  keep calling my house asking for a person who does not live here. The person is a neighbor who lives in the same appartment building as I do. We dont understand why or how they have my phone number. They are calling for her at my house telling us that she has a court matter etc... Now I thought it was illegal for a collection agency to tell someones neighbors about their personal buniness.

Hey?!?! Who are these people? I am just annoyed that these calls are coming in like 12 hours straight, from about 8 AM to 8 PM, most of the time when I am at work and my family is frustrated at and weary of picking up the line, saying "Hello," and then there's this automated message that is left with instructions to call back. I mean, like what the heck gives? This issue is really getting out of hand, more like freakin' RIDICULOUS. We're having our phone number c****ed. My folks are both retired and have no idea of what is going on. How can they have unpaid traffic tickets, when neither of them drives? And the more ****** thing is how can *I*  possibly have any traffic tickets when I, for one, don't even own a car, let alone drive one? I live alone with my folks and take the city bus to work every day because I work in a public li***ry. It baffles us as to why we are being called incessantly. Some of the people who have posted replies here on this message board have provided a few good suggestions as to how to deal with the agency and their annoying calls. I have already used a few of them, like calling the city clerk and finding out why the MSB is harassing us. I think contacting the Federal Trade Commission is a superb idea. Thank goodness for the Caller ID registry; it keeps a good record of how many times these people have called. Talk about "do***entation." Of course, I can always contact the phone company to verify my records. Thanks, guys!

"Muni****l Services Bureau" will neither affirm nor deny that they are working on behalf of any city agency..." according to someone from that "agency." You should really check them out. Does the phrase "piece of work" come to mind?Do***entation of the MSB harassing you--complete with dates of calls made to your residence, time they called, names (are useless because they NEVER provide you with a REAL name), what the matter concerns, and how *YOU* were treated by way of conversation--is a good way of getting an investigation s****ed by the FTC, and to see the very ***** of a pretend collection agency that has no business representing and acting as one. THAT IS FRAUD!Legitimate means are needed to collect monies on fines and penalties which an individual brought upon himself, monies which are strongly needed by city governments to run appropriately--so they say. For the MSB to get involved on behalf of the city/state government is a shady way of that government to make good on these unpaid fines. There has to be some other ****od of acquiring these monies. As a barrage of unsolicited computerized calls is annoying, it is HARASSMENT, in plain English.  Harassment is no stranger to a court, especially when the party being harassed initiates a lawsuit.  Yeah, right! Sue a city government? Good luck... Do yourself a big favor, and do some research. Check to see if you have ANY outstanding fines on unpaid traffic citations and other tickets or such warrants. If, by calling your local city court system and learning that you do indeed OWE money, regardless of how much, make arrangements to get these fines PAID OFF once and for all. Don't even think about arguing, or compromising. Otherwise, be rest****ured that these harassing calls WILL CONTINUE TO BARRAGE YOUR HOME WITHOUT END. It wasn't a laughing matter for me anymore. I learned *MY* lesson and got MSB off my back.  I contacted the city clerk and was embarrassed to discover what and when I did it, and then immediately paid off my financial responsibility. OK, I had a good laugh after that!  One final comment: Honolulu, Hawaii and Austin, Texas have one thing in common - they are partners in crime, so to speak, when trying to collect money from you! Now, no more calls from 1 800 616-0166. The only humorous result about this entire issue is that Honolulu and the MSB got my attention, and literally FORCED me to cooperate in paying off my traffic fines. BTW, traffic fines aren't the only monies that MSB goes after.  If you happen to be a delinquent dad on his child support payments... CAVEAT EMPTOR!

Well, these MSB people have called me more than once, and seeing as how I have been in at out of the court system,(alot! oops! :-) ), I actually know my rights as a citizen, and how the Wichita Courts deal with fines, court costs, etc.Wichita courts DO NOT prosecute citizens in the city court system for not paying off all money related matters, UNTIL ALL non-financial,(see:criminal), matters are settled and FINISHED. Unless you had a very specific agreement with the judge/prosecuter/court with regards to what you owe, and when, and to who, you most likely will be notified after criminal matters are settled by your lawyer or some form of city court mailing telling you that you still owe X-amount of money to the court. If you are not contacted this way, you do still owe the money, so I would highly reccomend oneself to call the CITY CLERKS office and check on the amounted owed. NOT MSB!!!!!!!!!  I currently am on city probation until December 31st 2008. So I have until then to pay off all my fines before somebody decides what to do to my sorry ****! LOL! And I told the MSB callers that EXACT THING! And then they had the GALL to ask me if I had court do***ents to prove this point!! UM,*****O?! OF COURSE I DO! So then I told the guy to drop dead and quit bothering me...and yet they called a***n 2 days later.....yeesh. So I suppose if they like to throw around threats with people and be irritating, I'll just tell them to back off, because I know they are using illegal tactics to collect money that is not theirs to claim yet anyway and I'm going to make a report to the Federal Trade Commission. I've used that threat twice in the past and it seemed to work. So I say: BRING IT ON YALL'!!! I can take it!

HOW INTERESTING that this matter was just brought to my attention via e-mail. Here's what I learned about the collection agency called the Muni****l Services Bureau (MSB). It was founded in Austin, Texas in 1991, and is a legitimate company that "offers outsourced collections, payment processing and call center services to governmental en***ies nationwide." This might explain the response posted by the person who thought the MSB might have been a fraudulent en***y that was attempting to collect funds on outstanding traffic citations in the State of Hawaii by resorting to unprofessional and predatory phishing behavior. If one goes to the Internet and does an online search, the user will find the URL for the MSB: www.muniserv.com/What is most fascinating is the buy-line that promotes the services of this legit service. MSB claims: "We empower talented employees with advanced technology, data management tools and leading edge business practices to exceed the expectations of our clients."  OK, if one reads between the lines, any party that has encountered these so-called talented employees via a phone call will all agree that most of them are absolutely rude, lack common courtesy and have no effective people-relating s****s whatsoever. At worst, these employees come across as nothing but bullies who intimidate their clients, coercing them over the phone to cooperate fully. If you ask me, with those kinds of business tactics, I fail to see just how one would exact cooperation and accomplish the task of collecting funds due in order to make good on bad warrants. It just does not compute in my book.I agree with KT about ignoring such calls. But by allowing more and more of them to intrude upon our privacy is uncalled for. I think that by collecting evidence of the MSB's unusual and erratic telemarketing tactics and by submitting it to the Federal Trade Commission for a full investigation is one way of helping to curb this agency's behavior. While I personally do not appreciate such calls from the 1-800-616-0166 myself--and believe me, they have been coming in at a steady pace--I do think that being overwhelmed by abusive, unnecessary calls is really getting out of hand, and this behavior needs to be addressed, and finally terminated by all means.I haven't heard of the National Do Not Call Registry, but I'm willing to give this resource a try. WOW! I'm glad my friend notified me about this concern. I noticed that these calls have been coming in like day in and day out since this number first s****ed appearing in my caller ID ma****e back in December, and I'm talking nearly four months. They really irk me to no end.A red flag went up when I did some checking up of my own on this agency by contacting my State's traffic court departments to see if I indeed had any outstanding traffic tickets. I became curious because there were none. Wondering what was going on I asked the clerks if they knew why this MSB agency was constantly calling me. The staff had no real answer. They only apologized for the inconvenience.Inconvenience is not the word I would use. I mean, what gives? Who the***** are these people anyway? These people are belligerent and downright RUDE! And to be inconvenienced by their calling tactics? I mean, this has got to stop. What business do they have to be constantly calling on a matter that I have no idea of what's going on? Maybe the phone number that is currently my land line used belong to somebody who had some outstanding traffic warrants or whatever. I really don't know. But what I do know is that I can have my number c****ed. I can also have my calls forwarded to an answering service. Or I can do without a land line completely, and just use a cell phone. I'm told that cell phones retain certain information that can be traced. Why should I allow myself to continue being intimidated for so****ing that was not my fault? I don't have to put up with this kind of behavior. It's nonsense, really. From now on, I'm do***enting all calls from this 1 800-616-0166 number and when I have collected sufficient information, I'm going to give the FTC a call, and let them deal with the matter. Who knows? Perhaps when the FTC has more than their share of consumers' complaints they will do so****ing to effectively put a stop to these annoying people. This apparently "legitimate" company--the "Muni****l Services Bureau" (MSB)--has  been calling our residence incessantly every day, whether the hour is appropriate or not. On our caller ID window, the 800 616-0166 number appears with UNKNOWN.First of all, these initiated calls are computer-generated by way of automatic dialing. When a human voice responds with the word "hello" the computer immediately switches over to an "operator" who can then begin to overwhelm and intimidate the respondee. The person who has answered the phone has no way of escaping this situation because the calling party lacks courtesy over the phone and demonstrates only one thing in this age of instant communication and use of the computer: no common sense. They possess a rare ***nd of rudeness that forces the answering party to become disoriented in their thinking, thus getting frustrated, and eventually ****ing up in anger, feeling that they were just bullied by some truly rude person. Or worse, in order to get the caller to stop with the annoying calls, the responding party cooperates with the issue at hand, that is, pay the money which is supposedly owed on the outstanding ticket(s). Neither result is right. Of course, a person has the option to just **** up, but then the caller WILL CALL RIGHT BACK. Then we are forced to unplug the phone from the wall.Electronic bullying? YOU BET! We agree with most of the persons who have registered their individual complaints about the MSB--we are annoyed at their persistence! For all we know, this agency clearly are using creative ploys to ***n private information about us via "rude, harsh, unprofessional and predatory phishing behavior." If the issue was the responsibility of someone who doesn't reside at the number reached, then by all means, a complaint ought to be filed with the Federal Trade Commission. Lastly, BEFORE we answer the phone in our household we have all agreed to the practice of checking the Caller ID display. Should the 1 800-616-0166 show, we DO NOT ANSWER. The phone may ring, but WE DO NOT ANSWER. This agency is not worth our responding to.

Iagree I also had legit tickets in hawaii i didnt know about and they called me all the time.Just get the reference number and send them payments and tell them if they call a***n a***n then you will cut your payments in half and they will leave you alone as long as you keep up your payments. Thats what i did and they were ok with it i guess because they stopped bothering me.

I get the call on average twice a day for two months. I usually just ignore it but the messages in my voice mail keep piling up and i can't stand them anymore. They say I have an outstanding fine on my driver's license...I DON'T EVEN HAVE A DRIVER'S LICENSE!

Just did more research and pulled this from another site... sounds like you better follow up on your tickets! I just found out that my calls have been legit since I had an outstanding ticket."The "Muni****l Services Bureau" (MSB) is a REAL collection agency, but as others have written above, their calls do appear fraudulent and they are bullies! I do have a pending traffic court case with no fine due until a judgement is reached by the court. MSB appeared fraudulent because at first they (FRANK Ext #3262) refused to ID himself, the location of MSB, or the reason for his call except to say it was a Court matter, for a court that does not exist here in my state. Not being able to get official names correct (Frank could have used GOOGLE) is a red flag that it could be a phishing expedition for my personal info. I requested he back up what he was requesting in writing to my address that I confirmed was correct and Frank refused, so I ***g up and called the State court offices and they have confirmed MSB was in error.But do not try to tell MSB they're wrong, because they are absolute in that the are never wrong. I have filed a formal complaint with my State's traffic court regarding MSB's rude, harsh, unprofessional and predatory phishing behavior. Will these dopes ever learn one gets more with honey than vinegar?"

They've been calling me for about a week now during midday. Today they just left  the court matter message. Has anyone stopped them from calling and how did you do it?

I got one of these today saying it's in regard to an important court matter.  It did pop up with the right number in the caller ID.

I'm getting a recording call from 1-800-616-0166 at least twice a day. I don't know anyone in Kansas and I live in Hawaii, so I can't imagine anyone in my household would be in trouble there, since this is a cell phone and I live alone.

I received several calls yes****ay and one today, saying it's in regard to an important court matter.  The messages say to call the same 800 phone number.  However, sometimes my caller I.D. indicates "No Name, No Number", and other times it indicates 800-896-5012.

The phone # that popped up on my internet call waiting was not the same as the 800 number they asked me to call in the message.  Message indicated this was in regard to an important court matter.  The # that shows on internet call waiting is 800-896-5012.

They have been calling my mothers house non-stop.  She was understandably concerned that I might be in trouble, however I am not.  How do I get these people to stop calling?  Thank you!
