When dealing with collectors it doesn't matter if you are registered on the Do Not Call Registry because the Do Not Call is only for telemarketers (people who sell). I can advise anyone to investigate the call. Answer the call only to get the full name of the business and fax # if possible, then **** up. Do not talk to them any longer and do not agree to anything. Then, Google information on the business to get an address, phone or fax if possible - if all you can get is an address, that's good enough. Once you have that information, write a cease and desist letter listing your states statues on collectors practices and how they are violating it by harassing you by phone. Fax it or mail it out to them. If you mail, do it certified return receipt, so you know it was actualy delivered and received. Give them at least 30 days for it to come to a stop. Usually it will take less than 30 days. They should stop. If they don't, then file a complaint with the Federal Trade Commission and with your State Attorney General.
